Based on data released by Israel, at least 98 detainees from Palestine have lost their lives during detention starting from October 2023. A rights monitoring body based in Israel has indicated that the actual toll is almost certainly significantly higher, due to numerous of unaccounted for detainees in Gaza.

Report Findings

A recent report documented casualties caused by physical violence, lack of healthcare, and starvation. Researchers employed official data requests, medical examiner documents, and testimonies with lawyers, activists, next of kin, and witnesses.

Israeli authorities released complete information solely covering the opening period of the conflict. During this time, official figures indicate an unprecedented casualty rate among detained Palestinians, equating to a life lost once every four-day period.

Recent Figures

Official armed forces last updated records on detention fatalities for May 2024, and detention administration in September 2024. Researchers documented an additional 35 casualties in detention after these dates and validated them with official sources.

Although the total number of deaths recorded being substantially larger than other recent estimates, it likely fails to capture the entire scope of Palestinian casualties, as stated by the head of the detainee affairs unit.

“Even though we are providing evidence for a higher number of deaths than earlier indicated, this is not a full picture,” he stated. “We are sure that there are even now people who died in detention that we are unaware of.”

Non-Combatant Fatalities

Confidential government records indicates that the largest portion of Palestinian prisoners from Gaza who lost their lives in detention were ordinary citizens, according to a parallel examination.

By May of 2024, a military intelligence database monitoring all militants in Gaza, a roster of more than 47,000 identified persons, documented just 21 deaths in detention. At that time, 65 individuals from Palestine from Gaza had died in jail.

Detention Conditions

Physical violence, mistreatment, and additional maltreatment of detainees from Palestine is now standard practice across Israel’s prison network throughout two years of conflict. Top government figures have publicly acknowledged inadequate food and an underground jail holding Palestinians who are denied sunlight.

Current and former detainees and informants from the armed services have collectively claimed routine infractions of human rights protocols.

Systemic Abuse

The organized mistreatment was accompanied by a disturbing rise in fatalities documented across at least 12 detention centers in Israel. In the decade before the hostilities, there were on average several deaths a year.

“This isn’t merely an isolated incident here and there. It is widespread and it is likely to persist,” a representative stated, partly due to the fact there is a climate of almost complete immunity for fatalities and maltreatment of Palestinians.

Just one case of beating prisoners has reached litigation, with the military personnel given a penalty to 210 days. An attempt to try additional individuals over a severe beating involving assault led to political demonstrations and the apprehension of Israel’s top military lawyer, with the alleged perpetrators now requesting that allegations against them are dropped.

Absence of Consequences

“Regardless of this mass number of casualties, throughout the conflict not a single person has been arrested,” the spokesperson stated. “There have been no indictments over any killing.

“As long as these practices are being applied, each Palestinian individual in confinement is in danger, also the physically well individuals, also the young ones who have no medical issues.”

Notable Incidents

Several casualties in detention have been widely reported, such as a senior hospital director who died in confinement after 120 days in custody.

A prisoner incarcerated with the victim stated that he was brought to the courtyard by correctional officers immediately preceding his demise, obviously hurt and naked from the waist down. His corpse has not been returned to Gaza.

Further inmates who died in detention in Israel stay unnamed. The prison service and armed services supplied researchers with the figure of deaths in custody, and limited other details including the facility where they lost their lives, but excluding the inmates’ personal details.

Identification Challenges

Regarding 21 occurrences, mainly detainees from Gaza, investigators were not able to connect the limited information provided by officials to a fatality recorded by rights organisations, by means of testimony from freed prisoners or accounts in the news outlets.

The detainees’ families could be unaware about their relatives’ casualties as well, as Israel has impeded efforts to locate Palestinians it is holding.
